The relations between H. K. & the wrighbouring provinces of China have become very strained suice this despatch was written. In the circumstances and quite apart from the question of arsisting a system of indentured labour, it is not possible for the 5. of S. to agree
to
the H.K. Goot's assisting the Sarawak Goot to obtain Chinese recruits for their
coal mines.
It will be sufficient if this is
